Motivation, Context and Description
This PR moves the AzureOpenAIChatCompletionService from the ChatCompletion folder to the Services folder to align the AzureOpenAI project structure with that of OpenAIV2. Additionally, the AzureOpenAIChatCompletionServiceTests unit tests were also moved to the appropriate folder for consistency.
