Add a notification if python.workspaceSymbols.enabled == False and a user runs "Build Workplace Symbols"

Ever since #9056 I've been trying to run "Build Workplace Symbols" and it fails silently. I thought my local environment was broken and didn't realize there was a default setting change. A notification to enable python.workspaceSymbols.enabled would be helpful

I also ran into this issue, a notification, similar to one recommended by Cody Fuller (@cdfuller) would be quite useful here.

ctags/rope is being removed in the 2021.10 release (#17225) so this command is now removed. Please try using Jedi or Pylance language servers for refactoring. This command is not needed anymore as Jedi now dynamically builds the workspace symbols by default.
