Handle conflicts with python.experiments.optOutFrom and python.experiments.optInto

As exemplified here, if you have both settings set, it can be a confusing experiencing. It'd be nice if we handled the conflict somehow, either by ignoring the optOut value if there's a optInto one defined, or by surfacing some kind of warning.
