Support Rust linter Ruff

Ruff is a Python linter written in Rust. It's compatible with Black and paired with Flake8. It's quite fast.

I think we should support this linter too.

We created this template to make it easier for the community to build and provide extensions that work with the core python extension. I recommend trying it out.

I created my own ruff extension using the template Karthik Nadig (@karthiknadig) suggested:

Thanks Harutaka Kawamura (@harupy) for creating the extension and showing that the template can work with ruff. Hopefully someone from the community can take on the project and publish it.

dinhanhx (@dinhanhx) the intent with the templates was to allow python community to build extensions for their favorite tools. The python extension itself is migrating to the model where the tools, based on the usage that we see, will have their own extension. So far, we have created, pylint, flake8, black and isort extensions. Unfortunately, we won't be able to take on ruff linter.
