Spike - Builds are failing

I'm going to disable all of the failing tests and mark them with this issue.

We want to have the insider's build update before we ship so our insider's can test out native jupyter support.

Fyi, nightly CI is not used to build the extension.
It's the standard CI pipeline. Again the pipeline responsible for creating the vsix is named 'CI'

Didn't realize it wasn't actually used for the nightly build. Updating title. Less important to fix these then.
