Spike - Formatting using black is broken

Latest VS Code,
Master VS Code
Pip install black using extension.

Black Formatter doesn't work, no errors logged.

I did some initial investigation. Looks like we might have a bug. But does not happen always. It seems like the output from executing python -m black ... does not get captured at the point where we process the edits in provideDocumentFormattingEdits

I think this is an issue with the version of black installed.

If you run the command in the terminal, you'll see that it is bombing out.
I.e. latest version black doesn't seem to work anymore.
