Revert `conda run` work

Issues that were originally closed by the conda run work:

• Update PythonExecutionService to support "conda run". #7696
• Stop using "exec()" in the extension. #7697

PRs impacted:

• Fix CI tests failing because of the conda run PR #8730
• Register conda service to resolve DS functional tests #9002

💡 Suggestion from Don Jayamanne (@DonJayamanne):

Instead of reverting everything, simply turn it off:

• modify createCondaExecutionService to return the same value as createActivatedEnvironment.
• update CondaExecutionService to remove the overridden getExecutionInfo
