chore(build): migrate monorepo orchestration from nx to turborepo

Summary

Migrate repository orchestration from Nx to Turborepo and align local + CI execution on turbo-native task flows.

What changed

• Removed Nx-specific project/task orchestration config across apps and packages.
• Added/updated Turborepo task wiring and package scripts for build, test, lint, and e2e.
• Updated GitHub Actions workflows and caching strategy to run turbo-native commands.
• Simplified task-runner and e2e wrappers; removed obsolete orchestration/dead code.
• Adjusted package exports/config where needed to preserve build/test/release behavior.

Impact

• Developer workflows now use turbo-oriented commands/filters instead of Nx project graph commands.
• CI execution model and cache behavior are updated accordingly.
• This is an infrastructure migration with broad monorepo surface impact.
