Filter lists of projects view contains too much 'non-filtered' information

Taking https://webmaker.org/en-US/projects/?topic=gift-card as an example
- the title of the page doesn't change to reflect the content
- having the featured projects at this point feels a little pointless and takes up a lot of screen real-estate. I was initially thinking that the project filtering didn't work
