Release v0.16.0

[MarcoPolo]

This release includes Megular Expressions #263 . A declarative and efficient way to parse multiaddrs. See meg_test.go in the multiaddr for example usage. This package is somewhat experimental, so the API may change as we get more experience. Feedback welcome.
