Resolving a /cherry-pick that removes a file, results in deleting the content and not the file #1146

Description

@RoniKishner

When using a /cherry-pick with conflicts about a file that can be deleted, the AI agent fails to resolve the conflict by removing the file, so instead of deleting it, it deletes the entire content of the file and keeps the file empty.

An example: RedHatQE/openshift-virtualization-tests#5434
