Add support for purging node data from open-source PuppetDB

For open-source, this task can only clean a node's certificate. It'd probably be good to also issue a deactivate in PuppetDB... probably with a new task specific to that then a plan to run both clean and deactivate.

There's a new API endpoint in PuppetDB that should be used if available:
