Neuron version 0.103.2 still reports the cell maturity constraint

Neuron version 0.103.2 still reports the 4 epoch maturity constraint, but this no longer holds true after the activation of RFC 0036 Remove Header Deps Immature Rule.

Hmmmm, I checked for another open issue on this beforehand, but I didn't find it, but now I see #2461 already tackles this issue.
