Bug description

The update to version 29.0.16 failed. Now I can not enter the backend of my nexcloud. No I only see the following sreen:

@CarlSchwan Why is this issue moved to the polls repo.

I assume it is a duplicate of #41253 as well as a lot of other issue reports in multiple repos are. It should have been solved by #43357 and therefore is a fixed issue of the updater.

@rvsch states that an update to 29.0.16 fails. Later the reported version is Nextcloud 30.

For the record: NC29 is out of maintenance since about 5 months ago. The issue is reported multiple times in different repos.
#43357 contains the fix of this issue.

To solve the problem I assume it should be done by removing the FK constraints from the oc_polls_share table and rerun the the migration.
