fix(test): temporarily revert pdf viewer assertion#5578

There is a bug in the files_pdfviewer app that causes an internal server error when opening PDFs. There is a pull request there already, but until then we can assert that the PDF viewer does not exist, that way once it's fixed it'll start failing again, bringing it to our attention.
