Filename has % cause web broken

Steps to reproduce

1. Prepare a file has content, filename "90%hello.txt"
2. Sync with client(Web upload this file faild)
3. Open the web and click into the directory which uploaded this file

Expected behaviour

Show the filelist

Actual behaviour

Show nothing include original files

Nextcloud version: 14.0.3
