Call to action missing in the notifications

From the notifications it’s not super obvious that a click on it will join the call:

Every notification like that should have a primary (blue) button »Join call«. And probably even a secondary one »Dismiss«?

The problem is that the notifications API has no HTTP word that could be used, because you don't want to load the page via AJAX like with all other buttons, but actually redirect.

With #2003 we can get the "open website" thingy at least.

I now added the following buttons, but miss the labels for some:

• One-to-one call when participant is still there: "{user} wants to talk with you" - Answer call
• One-to-one call when participant left: "You missed a call from {user}" - --no button--
• Group call when there is at least one person in the call: "A group call has started in {call}" - Join call
• Group call when everyone left: "You missed a group call in {call}" - --no button--
• Share password request: "{email} is requesting the password to access {file}" - Answer call
• Share password request but left: "{email} tried to requested the password to access {file}" - --no button--

Should mentions/reply/(subscribed to all notifications)-normal messages in the chat also have an action button? If so what should be written on them? cc @nextcloud/designers

Also, since we don't join the call directly, but basically just load the conversation, should the button say something else?

I would say "Call back" as button here. Same for share password request.

For group calls the button could be "View conversation" or "View chat" so you can at least catch up on that and maybe minutes where posted.
