[Feature] Code Review Simplification Feedback Loop

Summary

Parent feature for the next code-review simplification feedback loop after #269. This groups follow-up work that turns advisory ai_bloat findings into richer deterministic simplification signals for AI IDE feedback.

Scope

• Extend specfact-code-review with static simplification metadata and duplicate-intent grouping.
• Keep findings advisory, score-neutral, and non-blocking.
• Feed grouped evidence into the IDE slash prompt for guided refactors.
