Updates EFCore.PG 11.0 release notes to document the default PostgreSQL compatibility/target version change, in response to the discussion in npgsql/efcore.pg#3798.
Changes:
- Add a “Breaking changes” entry stating the provider now targets PostgreSQL 16 by default (previously 14).
- Add a configuration snippet showing how to set a lower PostgreSQL target version via
SetPostgresVersion().
