Implement meson build scripts

While using cargo and build.rs prove helpful in early development, the direct use of cargo may hamper late-development efforts such as properly installing the refivar binaries and planned c-wrapper libraries.

Therefore, migrating the cargo-specific pieces to a meson-compatible form will permit solving these concerns in a far more graceful way than staying with a cargo-only solution would.
