save as File types not populating.

When downloading a file from a link (in this case web generated) the user is not provided an option to set the file type.. (in the Save File Type dropdown)... This is a major issue for our users on Windows that have "hide file extentions" set to yes.. If they change the file name, then they loose the file extension.
