Organization-wide community health files and profile for the OffOn.dev organization.

GitHub uses the files here as defaults for every repository in the off-on-dev org that doesn't ship its own copy:

• profile/README.md — the public org profile shown at github.com/off-on-dev
• GOVERNANCE.md, MAINTAINERS.md — how the project is run
• CODE_OF_CONDUCT.md, CONTRIBUTING.md, SECURITY.md, SUPPORT.md
• .github/ISSUE_TEMPLATE/ and .github/PULL_REQUEST_TEMPLATE.md

A repository's own copy of any of these always overrides the default here.
