Deprecate healthcheckextension in favor of healthcheckv2extension

healthcheckextension is unmaintained. We need to start thinking to move to healthcheckv2extension.

Promote healthcheckv2extension to alpha and deprecate healthcheckextension.

There were some concerns about this deprecation. @evan-bradley suggested 6 months deprecation notice and do some kind of renaming of healthcheckv2extension to remove the v2.

I think we agree that we can start by promoting v2 to alpha. Is that right?

Thinking on it, I believe we can make this process a bit more seamless if we do the following:

1. Move the v2 code to a module under the internal directory.
2. Have v1 pull from the internal module and allow enabling v2 support with component status reporting in its config.
3. Once v1 is essentially "v1+v2", deprecate the v2 module.
4. Transition away from the original v1 functionality in the "v1+v2" healthcheck extension, essentially making "v2" the default.

This will make the change fairly gradual for most users and simply makes it appear as if we've upgraded the healthcheck extension.
