This version of grpcio-tools is quite old and there doesn't seem to be a linux amd64 py39 wheel available. This makes dev venv creation very slow as it recompiles the package from scratch.
- Upgrade dependency to a recent version
- Regenerate protos with new compiler version (this may not generate any changes, not sure)
