Codex CLI honors reasoning-effort settings from ~/.codex/config.toml, but Codex Desktop / app wrapper appears to ignore them.

Set the config.toml properties as described, manually set the resoning effort to Low and then enter /plan.

The reasoning effort should be updated to High on the Codex App.

Code-path note from current main (80f54d1): the config fields themselves are exposed through app-server, so this likely sits at the Desktop/app-wrapper handoff rather than core config parsing.

Relevant open-source paths:

• ConfigReadResponse includes model_reasoning_effort in the generated app-server protocol schema.
• codex-rs/app-server/README.md documents config/read as fetching effective config and config/value/write as writing config values.
• TUI plan mode already has a config owner path: codex-rs/tui/src/chatwidget/input_flow.rs applies config.plan_mode_reasoning_effort when entering the Plan collaboration mode.
• codex-rs/tui/src/app/event_dispatch.rs updates plan_mode_reasoning_effort through the config write path.

A useful regression would be at the app-server/desktop boundary:

1. seed config.toml with model_reasoning_effort = "medium" and plan_mode_reasoning_effort = "high"
2. start/resume through the same app-server path Desktop uses
3. assert the new thread/default settings reflect medium
4. enter Plan and assert the turn/collaboration mode uses high, even if the visible session had previously selected Low

That would separate “core config does not parse it” from “Desktop does not request/apply the effective config before starting Plan.”
