Documentation Required: Bulk migrate legacy libraries

A test case exists in the ULMO Testing doc that has no documentation. Therefore, documentation is required. Here is the ULMO Test case:

Test Title:
Bulk migrate legacy libraries

Notes:
All selected legacy libraries are successfully migrated to the new libraries experience with all content preserved

Description:

1. Access the library migration tool
2. Select multiple legacy libraries to migrate
3. Start migration process
4. Wait for completion
