[Placeholder for UXD] Build UX for Competency Rule Profiles

What: Design the UI for creating, editing, and viewing Competency Rule Profiles, which can be set at the organization, course, or taxonomy level. Should make clear which level's rule wins when more than one could apply to a criterion.

Why: Lets admins/course authors define reusable rule defaults once instead of configuring the same rule on every criterion.

Scope: Design only (Figma flows + wireframes), no implementation. Create/edit/view — delete and versioning are separate concerns.

Open question: confirm the actual precedence order (org/course/taxonomy) against ADR 0002 before finalizing the design — docs disagree on the order.

Flagging this one early too. Should the rule profile modal be a plugin that can be used within the broader new MFE for #648 (comment)? I'd like to explore reusing parts of the rule modal for future uses, like configuring completion and sequencing criteria in learning pathways. cc @arbrandes @illiphilli

To help shape the discussion, here's the designs/workflow we'd come up with earlier this year.

1. a competency is selected, revealing the right pane. The gear/configure icon in the top right of the rule configuration pane is clicked.

2. The side panel is revealed, allowing for configuring default rule values

This is doesn't assume "saved profiles", or applying them, but I'm curious to hear if we're thinking side column, modal, or an entirely different UX pattern.
