Rationale

This endpoint contains 2U-specific logic which should be removed from the open source code base.

Removal

All the code in question was introduced in #31417, and is contained in openedx/core/djangoapps/user_api/learner_skill_levels/. The only reason it's not just a reversion of that PR is it looks like there is a one-liner docstring improvement for an unrelated bit of code.
