Simplify edx-platform settings, part 3+

Potential tasks, ungroomed:

• Make (lms,cms)/envs/development.py and update Bare Metal guide. Warn community that devstack.py will actually go away in one release.
• Ensure (lms,cms)/envs/common actually have good production defaults
• De-crazy the logging settings overrides.
• De-crazy the MODULESTORE settings conversions.
• Warn/fail when "required" common settings, e.g. secrets, aren't overridden.
• Simplify Logging Config

Hey @awais786 , Taylor and Ram are currently wrapping up Part 2, so it might be hard to start on Part 3 without a lot of rebase conflicts. However, Legacy Studio Frontends are ready to removed starting Sep 14th, which means that now is probably a good time to start making the PRs. Is that something you and your team would have interest in? cc @feanil
