PROD-3056
When a user is disabled via the support tool
<lms_url>/support/manage_user, the auth models should retire as expected for the user disabled.Previously the auth models were being retired for the user requesting the disable i.e. the admin.
This fix is made in context of Jira ticket LEARNER-9001
