Rename this repo to `openedx-webhooks-data-schema`

This repo is not related to repo-tools.

Rather, this repo tests the data in openedx-webhooks-data (private) which feeds our instance of openedx-webhooks.

Thus, it should be named openedx-webhooks-data-schema.

For context, we previously renamed repo-tools-data to openedx-webhooks-data for the same reason.

Suggested steps:

• Do we want to keep people.yaml and orgs.yaml in the long term, or should we just use the salesforce-export? If the latter, let's not spend time on this repo. But if we want to keep it...
• In GH settings, rename this repo to openedx-webhooks-data-schema (I can do that). GH forwarding should ensure that nothing will break.
• Update this repo's README and PyPI package.
• Update openedx-webhooks CI
• Update openedx-webhooks-data CI
