[Product Pull Request] feat: Change schedule datetime inputs in studio to user timezone

This is the Primary Product Ticket for the following community contribution: Change schedule datetime inputs in studio to user timezone

The original PR focused on changing the UTC time-zone settings to the user's preferred time zone. It was limited to the Studio Settings page only.

Product suggests the following expansion of scope for this functionality:

• Apply the time zone change to reflect user's preference consistently across the entire UI, in order to reduce confusion and allow for a consistent user experience.

This ticket will serve as the central place for re-defining the scope of the feature change and compiling all product communication in one place.

The PR this ticket is linked to is stalled because the original contributing institution declined to bring it forward enough to meet Product's needs.

So now it's in a holding pattern until prioritization can be completed. @jmakowski1123 reports that @cablaa77 has offered to do the requisite product work to spec this out more fully. OpenCraft is willing to provide an estimate and offer for completion once this design is complete, for tCRIL's consideration. cc @kaustavb12
