Downstream you need to update DOWNSTREAM_OWNERS_ALIASES.

Also, all downstream repos should follow the openshift rebase guidance w.r.t. commit naming: https://github.com/openshift/kubernetes/blob/2b19898a979eb1ff0cd87ec5d49106e555e70ce6/README.openshift.md?plain=1#L50-L60
