So this document should be more for defining any day-to-day processes for the project that build on top of the Technical Charter. Right now it reads like a document giving maintainers instructions to do something ;-)..

Yes -- that content came from OWF and was intended to be used to get the Charter reviewed and signed. My plan once the Charter is signed is to put a PDF of it in the repo and put into the Governance document content comparable to the ACA-Py Governance document. The other content that you reference is in the MAINTAINERS.md file (as I see you found based on your next comment).
