Fix License to be Apache 2.0 and OWF-ize other governance documents

A set of governance updates for the Askar project that were overdue after the move from LFDT to OpenWallet Foundation. Changes include:

• Change to Apache 2.0 only for the License
• Fix references to the old “hyperledger” GitHub org to “hyperledger-indy”
• Fix reference to old Hyperledger Website to LFDT
• Change Maintainers, Contributing, Code of Conduct, Governance and Security documents to mimic those of ACA-Py (with updates for Askar). Those documents align with OWF practices and references.

Note - this PR sets the "security team" for Askar to be @andrewwhitehead , @WadeBarnes and @swcurran . Happy to change those or add any others. All three are existing Maintainers on the project.

So this document should be more for defining any day-to-day processes for the project that build on top of the Technical Charter. Right now it reads like a document giving maintainers instructions to do something ;-)..

Yes -- that content came from OWF and was intended to be used to get the Charter reviewed and signed. My plan once the Charter is signed is to put a PDF of it in the repo and put into the Governance document content comparable to the ACA-Py Governance document. The other content that you reference is in the MAINTAINERS.md file (as I see you found based on your next comment).

It looks like this document has a lot of the maintainer roles defined - and thats good! Something to reference in your CONTRIBUTING and GOVERNANCE files.
