Upgrade to IBC v7.4.1, significantly lowering the chain's mempool overhead.
This is only PR'd to v25.x because main is upgrading to SDK v50. (and hence an IBC v8 line branch)
IBC added an event if the ICA host module is disabled. We have it enabled on mainnet, so there is no concern of changing behavior there.
I would like to get this into a patch release soon, with accompanying TM improvements.
