Stackato Additions (Should be on separate branch)

Hi, here are the Stackato PaaS customizations based on your stable4 branch. Currently it is tested and operation on our app-store.

It would be great if you create/maintain a separate branch with these two changes.

I don't believe this should be merged. I also don't see why we should be responsible for maintaining this code when it has no direct impact on ownCloud. Would any other devs like to comment?

(I don't know stackato, but why does one need this code in oc core?)

ActiveState maintains a fork (https://github.com/Stackato-Apps/owncloud-core) with a 'stackato' branch containing this config. We're happy to continue to do that.
