Empty personal settings page "ownCloud basic encryption module"

Steps

1. Setup OC 10.0.10RC1
2. Login as admin
3. Go to the admin's "Encryption" section and enable encryption
4. Go to apps and enable the "Default encryption module"
5. Go back to the settings page and click on the personal "Encryption" section (not the admin's)

Expected result

Either the section does not appear at all or contains a message like "Please ask your administrator to configure this". This section will only contain something once encryption was fully configured.

Actual result

Empty page with just the title "ownCloud basic encryption module".

Version

ownCloud 10.0.10 RC1

Likely not a regression.
