Project table: Users with non-admin role can attempt to delete project but the action fails silently

In the project table UI, the "Delete" action is not grayed out for users with collaborator or viewer role. If the user tries to delete a project, the action fails silently (unlike "Change Role" where you get an "action not allowed" error).

Either graying out the "Delete" action or returning an explicit error will allow the user to know the action is prohibited.

Thanks for filing. I thought we already had an issue for this but apparently not. I prototyped a solution in #1244 but didn't finish it. There was no major blocker, just ordinary work.

The immediate issue here is fixed by #1577, which shows an error toast on failure. I am writing up a separate issue to handle this better in general by disabling actions that require permissions the user doesn't have.
