pin sled agent to dpd-client on api version 1

You should be able to update:

const EXCLUDED: &[&'static str] = &["pq-sys"];

to allow the check-workspace-deps job to pass. I think this is a reasonable exception. Run cargo xtask check-workspace-deps to verify locally.
