Add `assets` functionality to txwrapper-substrate

Add the following functions from the Assets pallet:

• transfer
• transfer_keep_alive
• approve_transfer
• cancel_approval
• transfer_approved

Eventually we should have a txwrapper instance for Statemint that includes these methods plus Proxy and Multisig.
