Constrain bitcoind client API version

breaking change got released as a point release in bitcoind-async-client accidentally

• see Breaking change backported into 0.10.10 alpenlabs/bitcoind-async-client#124

This constraint fixes that. Discovered in #1610

@chavic upstream suggested we update to 13.1 which doesn't have this breaking change, but I think we just want to get on 0.14 alpenlabs/bitcoind-async-client#124 (comment)
