feat(ui): replace shimmer with DelayedSpinner in IframeLoader

Summary

Replaces the ShimmerEffect and hand-rolled timer logic in IframeLoader with the existing DelayedSpinner component, which already encapsulates the delay-before-showing behavior. This significantly simplifies the component and aligns it with the UI4 design system. The CSS file was also converted from .scss to .css and updated to use semantic color tokens (var(--color-bg)) in place of hardcoded values.
