Add check for nablaApprove

A transaction from the user failed on Pendulum in the nablaApprove phase, this halted the transaction

• Add extra check to ‘nablaApprove’ phase to check first if the approve was already executed and if it did, proceed to next phase

@pendulum-chain/devs We could use this ticket to improve the detection on the false negatives when sending transactions, really any transaction applies to this improvement I think.

Both for Pendulum and Moonbeam we've seen instances of phase failures when in fact the transaction was included in the block. Sadly I don't know the exact error message form the rpc, if we had it we could fail with a recoverable error and avoid waiting 10 minutes or so.

But a pre-check for some of the phases may help a lot already (for ephemeral funding for example we have such check).
