Prerequisite for further work on #213; please merge to master and then also PHP 7 branch, I'll continue on PHP 7 changelog entries later.
Should I convert the whole changelog to markdown syntax and give it a
.mdextension? If so, then I'll add that change to this PR here, just let me know.
