Provide the LLM with Context from any Terminal + @ Terminal mentions

Adds the ability to tag a terminal using look at the logs in @Terminal-1 and fix the build issue or whatever (autocompletes similar to the workspace entries search) and we'd transform that in the user message to include a reference to the terminal log file (in ~/.t3/userdata/logs/terminals/.log` that the agent can go look at

Sorry about that. Maybe I tagged them incorrectly, this one is more of a phase 2 of terminal context. The one that got merged was for terminal inline selection, and Julius wanted additional discoverability by adding @ mentions and auto context for terminals, which I haven't completed yet...

@juliusmarminge set this one on draft but it basically has all the core for @terminal functionality. I think I'll create a separate pr for, terminal auto context, because that would introduce tools, and I'd like to have a nice tool registry pattern that makes it easier in the future to extend if necessary.
