feat/bug: Plan mode prevents writing to file.

Scenario

Ask agent to go make a plan (no execution mode). Agent makes a plan and I want to save it to my project folder and continue with another plan / phase 2 of the same plan. Right now any ask outside of updating the plan without changing the mode just fails. The user must switch to Chat mode, ask to save, then switch to plan mode to move on.

Future State

I want a continuous plan mode to architect out bigger systems and sub systems. Right now the workflow heavily leans on plan to implementation instead of system building

This might be 2 asks in 1 but the first part of not being to save the plan in plan mode is the thing that would help my workflow

Finalized plans now have explicit Implement and Save plan to workspace actions, so plan-mode file restrictions no longer prevent persisting or implementing the plan.
