[pixels-amphi] on-premises worker.

Add an on-premises worker to submit queries to pixels-proxy ( and finally pixels-parser), and execute the query if the coordinator decides to execute it locally.

Initial implementation of the on-premises worker is done. Currently, is uses Parquet as the on-premises storage format. We will switch to Pixels later.
