Fix the serverURL so that it doesn't assume anything and set default logging to debug for now. Fix bug where the line number can't be found for the error report. Implement all constructors for RulesetNotFound Exception to see if that solves another problem. Add test for ruleset not found.

It also includes a minor change to use a temp rules.groovy file that is platform independent (eg: windows, linux, ...)
