Wrapper Envs & Complex URI Resolution Paths

Describe the bug

• both a.eth and b.eth point to same ipfs hash
• a.eth & b.eth have different environment variables
• invocations to them should use the correct env variables
• also need to add test for a complext path scenario (b->a->ipfs, c->b->a->ipfs)

NOTE: the "package cache resolver" is apart of the solution here, as it doesn't properly cache redirects.
