feat(browser-safari): emit safari-package-plan.json on dry-run builds

Summary

• write safari-package-plan.json for dry-run browser-safari builds before Xcode checks
• keep dry-run builds side-effect free with respect to Xcode and Safari converter tooling
• move live converter/archive build calls to argv-based shared exec helper
• add focused test coverage for the dry-run package plan

Verification
